Many decades ago in Mein Kampf Adolf Hitler stated the following; “I believe today that my conduct is in accordance with the will of the Almighty Creator.” By now we have all had a chance to evaluate the consequences of that “will”. In 2003 an article by the Israeli newspaper Ha’aretz, quoted a Palestinian leader claiming Bush said to him; “God told me to strike at Al-Qaeda. And I struck them. And then he instructed me to strike at Saddam, which I did. And now I am determined to solve the problem in the Middle East.”

Studies conducted over the last few decades in regards to the impact of National Socialism on ordinary life in Germany during and after that period have catalogued a serious of civilian attitudes such as keeping silent, looking over one’s shoulder and feeling frightened, and have moved on to evaluate the aftermath of such attitudes and the results of accepting such extreme violence perpetrated on others. A lot of these studies have shown collective signs of guilt, depression and even collective post-traumatic stress disorder.

Apparently, Americans are still learning. Hence, we’re shocked by a 9/11 event, the devastation wrought by Katrina, the collapse of a bridge over the Mississippi. We don’t understand how our health care system could have deteriorated into the “Sicko” joke of the developed world—and to be a lot less efficient and fair than systems in much poorer countries (Cuba, Venezuela, Costa Rica, for example). Within a few decades, how did we go from putting men on the moon to a nation whose cars can’t compete with Japan and Germany—nations less than half, and a little more than a quarter our size; nations we bombed to smithereens some 60 years ago?

Until fairly recently, anthropologists and geologists were greatly puzzled by an unusual finding. Their perplexity concerned the almost total disappearance of humankind many years ago. Finally, they were able to put together the various factors related to this happening and came up with the following scenario.

Over much of the Earth, crude stone tools have been found at the geological layer roughly corresponding to 74,000 years ago. Based on the various rock types used, their rate of wear and the number of implements uncovered in each setting, the population could be estimated for many regions of the globe. In addition, migration patterns could be charted based on similarities in tool designs combined with their varying quantities in assorted locales. As the seasons changed and the animal location shifted — so did the hunter-gatherers. The related movement could be mapped for several clans.

Then suddenly, signs of all tools, abruptly and completely, vanished across nearly the entire globe. The disappearance was almost completely universal except, for the most part, in one small region of Eastern Africa. At the same time, there existed, instead of the tools elsewhere, layer upon layer of volcanic ash corresponding to a time period many years in duration.

So BushCo solved the PR problem that might possibly have grown into a credible anti-war movement by alleging to guarantee less American casualties which, let’s face it, is all Americans really care about anyway. Otherwise, we would have protested the massacre of the first “Gulf War” in which Iraqi soldiers and civilians were slaughtered in their cars while trying to escape Baghdad. Forget all that “military honor” nonsense. What kind of monsters fire on retreating troops AND fleeing civilians? Despite all the movies and TV shows referring to “American casualties” in 1991, including that movie with Meg Ryan, only about 200 Americans died in that war as opposed to 150,000+ Iraqis, mostly civilian. The movie, JARHEAD, unique among Gulf I movies, depicts burnt corpses on a highway crammed with cars and trucks bombed fleeing American air power and “smart bombs.”

Across the country, the U.S. military is failing to meet its recruitment goals. To address this problem, the Pentagon has been rapidly expanding its programs designed to entice young people to enlist. It is now spending $3.4 billion dollars annually, an average of $14,000 per new recruit. Using flashy marketing campaigns, television spots, and even developing its own videogames, the Army is bombarding young people with images that glorify guns and violence. Recruiters use elaborate PR strategies: they set up shop at malls, movie theaters, sporting events, and concerts, and they cruise around town in decked-out Humvees that blast music popular among teenagers.

War Foretold: Mark Twain and the Sins of Our Race

When I resorted to Mark Twain’s writings I attempted to escape, at least temporarily from my often distressing readings on war, politics and terror. But his “The Mysterious Stranger”, although published 1916, still left me with an eerie feel. The imaginative story calls into question beliefs that we hold as a “matter of course” – a favorite phrase of his. It summons the awful tendencies of “our race”: our irrational drive for violence, be it burning ‘witches’ at the stake or engaging in wars that only serve the “little monarchs and the nobilities.”

As the Iraq war rages on, Twain’s words ring truer by the day. “The loud little handful will shout for war…Then the handful will shout louder. A few fair men on the other side will argue and reason against the war with speech and pen, and at first will have hearing and be applauded; but it will not last long; those others will out shout them and presently the anti-war audiences will thin and lose popularity. Before long you will see the most curious thing: the speakers stoned from the platform, and free speech strangled by hordes of furious men. And now the whole nation will take up the war-cry, and shout itself hoarse, and mob any honest man who ventures to open his mouth; and presently such mouths will cease to open.

Losing Afghanistan: Firepower Doesn’t Always Win Wars

In a statement made available through the country’s Foreign Office, Pakistan’s Foreign Minister Khursheed Mahmood Kasuri chastised the “international community” for the “abandonment” of Afghanistan following the withdrawal of Soviet forces in 1989. In his estimation, it was this attitude that created the conditions which eventually culminated in the rise of the Taliban, the hosts of al-Qaeda.

The statement was reportedly made at the G-8 Foreign Ministers’ recent conference in Potsdam, Germany, according to Pakistan’s Daily Times. Kasuri was, expectedly, packaging his critique within a context specific to Pakistan’s own concerns: namely the 2.4 million Afghani refugees - according to UNHCR figures – and who have crossed the border into Pakistan seeking shelter and relative safety. Moreover, Pakistan, under consistent censure for allegedly failing to hunt down Taliban and al-Qaeda militants operating around its Western border, deployed 90,000 soldiers into those regions; border skirmishes, sporadic gun battles but increasingly sustained bombardment campaigns of tribal areas – suspected of being safe haven for al-Qaeda militants – have left thousands dead and wounded since the American war on Afghanistan in October 2001.

The tension created by Pakistan’s somewhat proxy role in reining in US foes is complicating the government’s mission in asserting itself as an independent entity whose main concern is the welfare of its own people. But tension in Pakistan, which runs through tribal and political lines, is hardly comparable to the simmering situation in Afghanistan itself, where anger directed at the Kabul government and its Coalition benefactors is boiling to the point that another violent upsurge is imminent.

Hamid Karazi, crown president of Afghanistan in charade elections to rule over a disjointed country and discontented population is still incapable of exercising his power beyond the municipal borders of the capital; but even that level of control is gradually more difficult to maintain as a spate of suicide bombers is promising to turn Kabul into another Baghdad. But since his ascent to power in October 2004, Karzai has little to show for, save endless pledges of financial support he solicited, 40 billion USD to be exact, out of which little arrived, and the money that was made available is hardly improving people’s lives – corruption in Afghanistan is, unsurprisingly, rife. Billions have been spent in Afghanistan nonetheless, by NATO/US forces on military equipment, whose firepower effectiveness is anything but debatable among Afghani civilians.

The BBC’s Alastair Leithead reported on May 31, “Afghans’ Anger over US Bombing” merely details one of many such incidents in which scores of innocent civilians are killed; such reports are ever more rare since they are simply not newsworthy – the worth of a news story from Afghanistan is measured by whether Coalition forces incurred causalities or not. The recent killings in the village of Shindand in the Zerkoh Valley, Western Afghanistan was harrowing by any standards. 57 were reportedly killed by American bombardment; half of the dead were women and children, according to Leithead; the bombardment also destroyed 100 homes, humble dwellings that are unlikely to be rebuilt soon.

“The bombardments were going on day and night. Those who tried to get out somewhere safe were being bombed. They didn’t care if it was women, children or old men,” said one of the survivors. But who would believe Mohammad Zarif Achakzai, who fled his mud house with his family under the relentless bombardment? Brig Gen Joseph Votel has simply dismissed the reports of civilian causalities. “We have no reports that confirm to us that non-combatants were injured or killed out in Shindand,” he said. And that is that.

Shindand is not under Taliban control, at least not yet. Much of the country, mostly in the south but increasingly elsewhere is falling under the control of Taliban extremists. The Taliban offers job security to the men and an opportunity for revenge and even martyrdom; in many parts of Afghanistan, such offers are exceedingly appealing.

Fearless British journalist Chris Sands of the Independent, one of very few journalists reporting from Taliban controlled areas, tells me that it’s only a matter of time before Afghanistan turns into an Iraq-like inferno. Indeed, Taliban’s regrouping efforts have been astonishingly successful as of late. Taliban militants have managed to ambush and kill 16 government police officers just hours after killing seven Coalition soldiers – including five Americans – by shooting down their chopper over the Helmand province on May 30. These confirmed numbers are often balanced out with unconfirmed government report of many Taliban’s militants killed by government forces; it’s often the case that these reports overlook the much higher number of civilian casualties.

Foreign powers are clearly failing in Afghanistan; they neither won hearts and minds nor contributed to the stability and rebuilding of the country in any meaningful way – 60 percent of the country’s economy is now dependent on narcotics exports. In fact, Afghanistan represents a perfect case of the proverbial “cut and run” that President George Bush avows not to commit in Iraq. Needless to say, the only assignment that the US and its allies seem seriously committed to is that of maintaining its military regime, predicated on the utter reliance of firepower regardless of the outcome.

Afghanistan’s two foreign military missions: Nato’s International Security Assistance Force (Isaf), with its 37,000 troops and the US-led Coalition: Operation Enduring Freedom are affectively losing their pseudo control over the country. Taliban is gaining strength and is regenerating, not because of their remarkable theological alternative to democracy, but precisely because all of the rosy promises made late 2001 and early 2002 yielded a most repressive regime, marred with corruption, insecurity, warlords, and incessant Coalition attacks on civilian localities throughout the country. When Afghans turn back into supporting the Taliban, one can only imagine how desperate they’ve become.

Pakistan’s Foreign Minister Kasuri is obviously right, though his intentions might be self-serving; “abandonment” is a befitting term to describe the so-called international community’s attitude towards Afghanistan; that abandonment brought the Taliban to power following the chaos resulting from the ousting of the Soviets and their puppet regime in 1989 – subsequent civil war in Afghanistan then killed more than 50,000 people in Kabul alone – is shaping a bizarrely similar scenario that is giving rise to the same loathed grouping; The Taliban could soon find itself in a strong bargaining position, that even the Americans themselves cannot ignore; the Taliban’s “Spring Offensive” might’ve been delayed, but the balance is clearly tipping in favor of the Taliban, in a war that promises more of the same sorrows.

Beyond PTSD: the Moral Casualties of War

According to a study published in the New England Journal of Medicine, during the Iraq war, 56 percent of soldiers and Marines (henceforth I will use the term “soldiers” to include members of all branches, both male and female) have killed another human being, 20 percent admit being responsible for noncombatant deaths, and 94 percent had seen bodies and human remains.[i] According to Colonel Charles Engel, MD, MPH, director of the deployment health clinical center at Walter Reed Army Medical Center, between 15 and 29 percent of soldiers returning from Iraq and Afghanistan will suffer from Post Traumatic Stress Disorder. Because soldiers still on active duty are being deployed longer and more often to Iraq, experts say that the PTSD rate among Iraq veterans could well eclipse the 30% lifetime rate found in a 1990 national study of Vietnam veterans. While these numbers are staggering and should give any rational human being pause, the readjustment difficulties suffered by active duty military and veterans because of their experiences in Iraq are not exhausted by references to trauma and PTSD. Tragically, as soldiers experience the horror and cruelty of war, especially urban counterinsurgency war, the moral gravity of their actions – displacing, torturing, injuring, and killing other human being (henceforth “combat behavior”) – becomes apparent, soldiers suffer not only the effects of trauma, but what I will term “moral injuries,” i.e., debilitating remorse, guilt, shame, disorientation, and alienation from the remainder of the moral community.

The observation that some human beings become moral casualties because of their experiences in war is not new. Historically, many societies have recognized war’s deleterious moral effects and required returning warriors to undergo elaborate atonement and purification rituals, i.e., quarantine, penances, etc.[ii] These “therapies” provided the means and the opportunity to cope with the moral enormity of their actions in war. Tragically, the moral injuries of modern warriors, however, have been virtually ignored,[iii] overlooked, or disregarded by the conventional therapeutic community operating as it does within a Nietzschean-Freudian-Scientific legacy that views ethical concerns as clinically irrelevant – “autonomous man” ought [to] feel no guilt “nor bite of conscience” for his actions.[iv] Focusing, instead, upon stress and trauma, most moral symptoms presented by returning soldiers are either not taken seriously or assimilated under the diagnostic umbrella of Post Traumatic Stress Disorder. Consequently, the veterans receive the signal that an inability to forget, to put the war behind them, is either weakness or, perhaps worse, illness. Accordingly, veterans are advised to ignore what has occurred, to “de-responsibilitize,” i.e., to neutralize their feelings by accepting the “naturalness” of their behavior on the battlefield,[v] and/or to undergo a myriad of conventional therapies (psychoanalytic, behavioral, pharmacological, etc.) intended to enable them to deal with the stress and trauma of their experiences. In either approach, moral considerations are, for the most part, irrelevant.

Unfortunately, in most cases, moral injury neither responds well to medication nor can it be rationalized away. In fact, such methods, according to Robert Jay Lifton, tend to alienate them still further. Speaking about returning Vietnam Veterans, Lifton writes,

“The veterans were trying to say that the only thing worse than being ordered by military authorities to participate in absurd evil is to have that evil rationalized and justified by the guardians of the spirit . . . The men sought out chaplains and shrinks because of a spiritual-psychological crisis growing out of what they perceived to be irreconcilable demands in their situation. They sought either escape from absurd evil, or, at the very least, a measure of inner separation from it. Instead, spiritual-psychological authority was employed to seal off any such inner alternative.”[vi]

Such “therapeutic” advice as “forget it,” “live with it,” “act as though it never happened, or “don’t worry about it, human beings act that way in survival situations,” does little to alleviate the veteran’s moral pain and suffering.

As may be expected, the prevalence of moral injuries suffered by those who fought in a really ambiguous war, or in a counter insurgency/guerilla war, such as in Vietnam and Iraq, where, for example, the distinction between combatant and noncombatant is obscure at best, will be significantly greater and the symptoms more severe. However, all wars yield moral casualties. J. Glenn Gray, a philosopher, writes of his experiences as an Intelligence Officer during World War Two

“My conscience seems to become little by little sooted . . . .. (only) if I can soon get out of this war and back on the soil where the clean earth will wash away these stains! I have also other things on my conscience . . . A man named H., accused of being the local Gestapo agent in one small town was an old man of seventy . . . . I was quite harsh to him and remember threatening him with an investigation when I put him under house arrest . . . Day before yesterday word came that he and his wife had committed suicide by taking poison . . . The incident affected me strongly and still does. I was directly or indirectly the cause of their deaths. . . . I hope it will not rest too hard on my conscience, and yet if it does not I shall be disturbed also.”[vii]

Gray’s insights are especially valuable as they illustrate that even the actions and experiences of those involved in a “good” war and not directly confronting the enemy on the battlefield, can precipitate moral injury. Consequently, those military theorists who have argued that debilitating remorse, guilt, shame, etc., – what I have termed “moral injuries” – may be avoided by “educating” soldiers, probably convincing is better, about the justness and necessity of war and the “appropriateness” of their combat behavior,[viii] could benefit from Gray’s observations.

Psychologist and former Army Ranger, Lieutenant Colonel Dave Grossman[ix] and others have written extensively and insightfully regarding the profound debilitating effects of killing in war – combat behavior. However, for whatever the reason – probably the aforementioned scientific bias against acknowledging moral injuries or at least the propensity of not taking the possibility seriously – Grossman has alleged the etiology of such symptoms to be traumatic stress. Rachel MacNair agrees, postulating the existence of a variant of PTSD she terms “Perpetration-Induced Traumatic Syndrome (PITS).”[x] Both Grossman and MacNair argue that individuals who kill become traumatized as a consequence, not of being the victim of trauma as is the common interpretation of PTSD, but by being an active participant in causing trauma in others.

I find Grossman’s and MacNair’s conclusions problematic for the following reasons. After having been programmed by psychologically sophisticated military training and indoctrination techniques,[xi] and experiencing the grotesque life threatening conditions of service in Iraq, especially with repeated tours of duty, many, perhaps most, may view combat behavior as quite “normal” under the circumstances. Others may believe it betters their chances for survival and for returning home alive and intact. Still others may find having control over life and death empowering, exciting, exhilarating and as reinforcing the military stereotype of the elite warrior, “the toughest mother in the valley.” With appropriate “education,” many members of the military may be convinced, at least temporarily, that combat behavior in Iraq is justified, satisfying, and fulfilling as it brings freedom and democracy to a repressed people, and rids the world of evil-doers and terrorists. Consequently, convinced of its appropriateness, justness, and necessity, such combat behavior – causing trauma in others – may not be experienced traumatically by the warrior. That is not to say, however, that displacing, torturing, injuring or killing another human being, whether combatant or noncombatant, in a just or unjust war, does not have grave repercussions. While I applaud Grossman and MacNair for bringing attention to the likelihood of becoming symptomatic as a consequence of behavior in war (by virtue of what soldiers have done, not of what they have suffered), I regret their inability or unwillingness to recognize such distress as morally based. More important, however, their attempt to manipulate PTSD to accommodate moral injuries is more than just unfortunate, it does veterans a disservice by either allowing their injuries to be, at best, misdiagnosed and mistreated, at worst, ignored because they lack the crucial diagnostic criteria for PTSD (the traumatic event).

To correctly identify and adequately treat the injuries suffered by our servicemen and women in Iraq, we must appreciate the relevancy of moral values and norms to defining ourselves as persons, structuring our world, and rendering our relationship to it, and to other human beings, comprehensible. We must understand that these values and norms provide the parameters of our being - - what I term our “moral identity.” Most importantly, we must recognize that combat behavior often violates our moral identity and negatively impacts our self-esteem, self-image, and integrity causing debilitating remorse, guilt, shame, disorientation, and alienation from the remainder of the moral community – moral injury.

The monster and I are one.
I have feasted upon the flesh
of decaying corpses,
and with their blood
have quenched my thirst.
The transformation is complete
And I can never return.
Mea culpa, mea culpa,
Mea maxima culpa.[xii]

Acknowledging the existence of moral casualties in war by no means diminishes the importance or prevalence of Post Traumatic Stress Disorder. Rather, it enhances our understanding of the war experience and its devastating effects, expands our area of concern beyond trauma and PTSD, and allows us to more adequately meet the needs of our returning servicemen and women.
