In my recent article “The End Of America: The Police State Is Right Here, Right Now” I included experiences of escalating intimidation on the part of law enforcement in the United States within recent months. I must confess that when I cite such incidents, I fear that in a few days or weeks, it will all go away, and everyone else, myself included, will begin to question the validity of the examples, breathing a heavy sigh of relief and rejoicing that the situation isn’t nearly as dire as I’m asserting it is.

This time, however, I have nothing to fear because since that article was posted, the ante of out-of-control law enforcement in America appears to have been upped with a rapidity that I could not have imagined just a few weeks ago.

Have we not all heard about the New York woman on her way to rehab who passed through the Phoenix airport, became distraught when she had just missed her flight, and was arrested for disorderly conduct by airport police? The suspect, Carol Ann Gotbaum, was handcuffed and then placed in a holding cell and left alone. According to police, when they returned, she was dead. At this writing, Gotbaum’s family and officials are awaiting the autopsy report-the “official” cause of death.

[Editor’s Note: Many liberals and people on the left have grown accustomed to invoking the word “Fascism” when defining just about any oppressive regime that restricts civil liberties, assaults workers’ organizations, or does the bidding for the rich. Unfortunately, there is a broad spectrum of rightwing authoritarian regimes that also do just that, without being, technically speaking, “Fascist.” In fact, both rightwing military dictatorships and fascism have similar class programs, the repression of labor being a top priority, and a number of other overlapping features, but the distinguishing trait of a genuine fascist regime is not just its reactionary, fiercely anti-communist character, but the fact that it rests on a one-party state with a mass base usually drawn from the petit bourgeoisie and the lower middle class. Fascism is therefore a type of rightwing mass movement feeding off of racism, fierce chauvinism, often malignant nativism (as manifested, for example, in anti-Semitism), and grandiose warmongering goals. The essay below, by renowned political analyst Michael Parenti, clarifies and expands many of these points. But before we go there, consider what Benito Mussolini himself had to say about the nature of fascism:

“…Fascism [is] the complete opposite of…Marxian Socialism, the materialist conception of history of human civilization can be explained simply through the conflict of interests among the various social groups and by the change and development in the means and instruments of production…. Fascism, now and always, believes in holiness and in heroism; that is to say, in actions influenced by no economic motive, direct or indirect. And if the economic conception of history be denied, according to which theory men are no more than puppets, carried to and fro by the waves of chance, while the real directing forces are quite out of their control, it follows that the existence of an unchangeable and unchanging class-war is also denied - the natural progeny of the economic conception of history. And above all Fascism denies that class-war can be the preponderant force in the transformation of society…

After Socialism, Fascism combats the whole complex system of democratic ideology, and repudiates it, whether in its theoretical premises or in its practical application. Fascism denies that the majority, by the simple fact that it is a majority, can direct human society; it denies that numbers alone can govern by means of a periodical consultation, and it affirms the immutable, beneficial, and fruitful inequality of mankind, which can never be permanently leveled through the mere operation of a mechanical process such as universal suffrage….”

In April, 2007 I was pleasantly surprised to find Naomi Wolf’s article, “Fascist America, In 10 Easy Steps” posted in several places online. I have been a fan of Wolf for many years, greatly appreciating her works and especially her 1991 book, The Beauty Myth. I had been looking for a list-or more specifically, an encyclopedia of the losses of civil liberties in the United States that might clarify for my history students the extent to which America has become a fascist empire. Wolf’s “10 Easy Steps” was perfect, but her just-published book, The End Of America: Letter Of Warning To A Young Patriot, from which the 10 easy steps was compiled, offers an even fuller picture-a succinct and engaging explanation of how our civil liberties have been hijacked in the past decade. It is the most poignant, powerful, genuinely patriotic piece of literature I have encountered since Thomas Paine’s Common Sense. No wonder then, that the book’s cover greatly resembles that 46-page tract by Paine written in 1775-as well it should.

Bush now has the ability to declare martial law at his own discretion, and in so doing dissolve the other branches of government, throw out the constitution, and suspend elections. He appropriated the right to do this largely by executive order. He can declare martial law whenever he deems there is sufficient cause; cause being an act of terrorism, an economic crisis, an act of war, civil unrest, or a natural catastrophe. Hard as it might be to believe, there is a very real possibility that Bush will exercise these rights before his term ends. All he needs is an excuse. At present, the economy is on the verge of collapse, the Iraqi Occupation is going badly no matter what Bush and his chosen generals say, energy supplies are unable to keep pace with demand, disapproval of the Bush administration is growing, and Bush wants to attack Iran and so complete his Middle East conquest. He has all the reason in the world to declare martial law. All he lacks is a sufficient excuse.

They knew a thing or two about Empire, over-extension abroad and decay at home.

Apparently, Americans are still learning. Hence, we’re shocked by a 9/11 event, the devastation wrought by Katrina, the collapse of a bridge over the Mississippi. We don’t understand how our health care system could have deteriorated into the “Sicko” joke of the developed world—and to be a lot less efficient and fair than systems in much poorer countries (Cuba, Venezuela, Costa Rica, for example). Within a few decades, how did we go from putting men on the moon to a nation whose cars can’t compete with Japan and Germany—nations less than half, and a little more than a quarter our size; nations we bombed to smithereens some 60 years ago?

The name of Alberto Gonzales is rapidly becoming synonymous with all that has gone wrong under the Bush administration. Repeated media discussions of the US Secretary of State in the most contentious tones have served to lay the blame for all the ailments that infected American democracy under Bush squarely on one man’s shoulders.

President Bush himself, Gonzales’ loyal boss, friend and the hand behind all the stunts and tricks that Gonzales so indefatigably performed to defend and justify the unjustifiable, remains immune to any meaningful criticism.

Bush is well known for his habit of awarding sensitive posts to old friends, as if the prime objective of the president of the United States is to protect the administration’s secrets and rubber stamp whatever compulsive policies he and his self-serving neoconservative associates concoct. Although appointed to the post in February 2005, Gonzales has been a member of Bush’s team for years; he served as Bush’s General Counsel from 1994 to 1997, when the president was governor of Texas. Then, he served as Secretary of State for Texas for two years, before going on to join the state’s Supreme Court. Finally he worked with Bush again for five consecutive years as White House Counsel. Considering the president’s reputation of favouritism and staunch loyalty to those faithful to him, Gonzales’ ascension to the 80th Attorney General of the United States, replacing John Ashcroft, only seemed a natural progression.

Joseph Goebbels, Hitler’s Minister of propaganda, would have admired the American system’s ability to tell big lies and keep telling them year in year out to fool most of the people.

The presentation of an illegal invasion of a foreign country as a “preventative” or pre-emptive war did not originate with Bush, Cheney or Rumsfeld…It had ample precursors in Nazi Germany. The ongoing US aggression in the Middle East raises the most serious questions about the role of the mass media in modern society. In the period leading up to the invasion, the American [corporate] media uncritically advanced the Bush Administration’s arguments, rooted in lies, distortions and half-truths, for an attack on Iraq. It virtually excluded all critical viewpoints, to the point of blacking out news of mass anti-war demonstrations and any other facts that contradicted the propaganda from the White House and Pentagon.

On July 17, 2007, Bush quietly issued an executive order entitled “Executive Order: Blocking Property of Certain Persons Who Threaten Stabilization Efforts in Iraq.” By this order, he made it a crime to commit, or to pose a significant risk of committing…, acts of violence that threaten “the peace and stability of Iraq,” or undermine “efforts to promote economic reconstruction and political reform in Iraq and to provide humanitarian assistance to the Iraqi people.”

It remains to be seen just how far Bush will stretch this law, in light of ongoing attempts by Neocon enemies of America, who charge Americans with “subversive activities” and “providing support to the enemy,” for protesting the war. No one is safe from their crusade to brand most of the American people as “treasonists,” for opposing Bush’s out-of-control “leadership” of the war effort. Even Sen. Hillary Clinton has been accused of these “crimes” by Neocon stooges like Eric Edelman, who attacked her for requesting a briefing for her committee from the Department of Defense on contingency plans for withdrawal from Iraq.

“Figuring some of the odds”

From July 6th to July 9th of 2007, Strategic Vision conducted a gallop poll out of 1,200 likely voters in the state of Pennsylvania that provided interesting yet predictable results. In overwhelming numbers, Republican and Democratic voters alike were dissatisfied with Bush’s handling of everything from the war in Iraq (20% approval rating), the economy (21% satisfied), and his overall performance (23% gave him the thumbs up). Hardly desirable statistics for George Bush or Republican presidential hopefuls.

However, when one examines such a poll, one can readily conclude that the level of Republican dissatisfaction with Bush’s performance provides the Democrats with an incredible opportunity to capitalize on the ominous shadow Bush is casting over the Republican Party. Increasingly, many Republicans have distanced themselves in rhetoric and practice from President Bush for this very reason. Recently, presidential candidate Rudy Giuliani tried to seek some shelter from Hurricane Bush by stating that America lacks the “strong, aggressive, bold leadership” of Republican legend Ronald Reagan. (It would be nice if the Democrats would finally stiffen their spines and take a tougher stance against Bush as well, considering they have voted for the war in Iraq, voted for mostly all war spending bills, and have not impeached a target as vulnerable as a beached whale. So let’s not go and pat our boys and girls in blue on the back for being much better than their pro-corporate brethren.)

Over the last seven years, President Bush has become a caricature of himself. The beady-eyed multimillionaire Texan, famous for dismembering his own businesses, the English language, the Constitution, Hurricane Katrina prevention and relief efforts, the Middle East, and everything else he has ever touched has appeared to the public as not only incompetent and corrupt but also profoundly stupid, but incorrectly viewed much of the time as solely responsible. Unfortunately, our preoccupation with Bush’s ridiculous idiosyncrasies has distracted us from the fact that Bush is hardly alone in calling the shots—no American president ever is. Right now he is merely the public face for the interests of the unelected government, the plutocratic and corporate elite, and in that sense the lightning rod for massive disenchantment with the more diffuse political quarters that actually control the nation.
